The answer is definitely not!
All issuers of credit card numbers & prepaid card numbers follow an ANSI standard, that comprises of the following:
A 16 digit card number has 16-7 = 9 digits, or 10 to the power of 9, or 1 Billion Individual accounts available. A 19 digit card number has 19-7 = 12 digits, or 10 to the power of 12, or 1 Trillion Individual accounts available. It is highly unlikely any card issuer of 16 digit card numbers will “run out” of account numbers soon!
Card number issuance is not only confined to Banks and financial institutions, retailers can also apply for and get an IIN. This then affords the retailer full control over card number ranges they wish to issue.
