...but we need ways to make it happen!

As a counter to misguided musings of our Minister for Justice, this piece is good. 

What is also needed though is a low-cost bank account that is attractive to the unbanked.  There are numerous ways to achieve this, including the use of prepaid cards, but given the number of 'zombie banks' the state (and, for that matter, the taxpayer!) currently has on its books, possibly they could direct one to champion the consumer!?
